Supporting Measure 102
Measure 102 was put on the ballot by the Legislature in 2018, referring it to the November 2018 ballot. Measure 102 would amend the state constitution to allow local jurisdictions to pass bonds that fund the construction of affordable housing for use by non-governmental entities. The Eugene Area Chamber of Commerce supports Measure 102, as it would allow an expansion of resources to aid in providing affordable (subsidized, low-income) housing projects throughout the state.
The availability, affordability and diversity of housing are currently in a state of crisis in the Eugene area. Addressing this problem requires collaboration and strong partnerships among community members, groups and stakeholders to work to improve. Affordable, or subsidized housing, provides stability to our most vulnerable populations at the lower end of the income spectrum. Allowing for cities and counties to pass bonds that can then be utilized by more expansive entities and allows for funding sources to be combined, removes a current barrier in delivering more of these units to communities and increases the potential to provide more housing.
Eugene currently has a housing shortage of approximately 17,000 units, just within the 20% of the lowest income earners, who can only afford $600 or less per month for rent. We cannot currently meet the capacity needs with the limited number of resources. Measure 102 broadens the opportunity for public/private partnerships by providing an additional tool that can be used to address our housing shortage. In the event that Eugene or Lane County were to put a ballot measure for affordable housing on the local ballot, the Eugene Area Chamber of Commerce would engage in a process to evaluate the merits of the specific bond, however, Measure 102 provides the opportunity to allow for an expansion of bond proceeds.
The Eugene Area Chamber of Commerce supports the removal of existing barriers to providing affordable housing and encourages our members to support Measure 102.
